YOUTH AND ADULTS

BSA has  a new adult application that reflects the amended policy regarding criminal background checks. Effectively immediately, the Occoneechee Council will be using the new registration forms for adults.

Older ADULT forms may be accepted IF the Disclosure/Authorization signed form is included!

Adult Application 28-501F - New: With the new Adult Application, the volunteer must sign the application on two separate turn-in sheets to the registrar’s office. One sheet is Disclosure/Authorization Form and the other is the Adult Application.
The Disclosure/ Authorization Sheet spells out the relationship between ChoicePoint and the Boy Scouts of America and speak to the social security number issue, discussed in earlier Scout Signs. Also, you must have the signatures of the Unit Committee Chairman and Chartered Organization head/ representative. Please submit the correct fees found on the application.

Youth Application 28-406C - New:  A new Youth Application has been created and is a reorganization of the old form, so the registrar can scan the form easier. The new applications will be in the Cub Scout Pack Join Scouting Night Round- up Kit this fall.

Remember that a Disclosure/ Authorization Form
is now required on all adult applications.

Boy Scouts of America Silver Dollar Centennial Commemorative Coin

Yesterday, in a vote of 403-8, the Houseof Representatives passed
H.R. 5872, the 'Boy Scouts of America Centennial Commemorative Coin
Act.' The legislation included the following information:
The Congress finds as follows:

(1) The Boy Scouts of America will celebrate its centennial on
February 8, 2010.

(2) The Boy Scouts of America is the largest youth organization
in the United States, with 3,000,000 youth members and 1,000,000
adult leaders in the traditional programs of Cub Scouts, Boy Scouts,
and Venturing.

(3) Since 1910, more than 111,000,000 youth have participated in
Scouting's traditional programs.

(4) The Boy Scouts of America was granted a Federal charter in
1916 by an Act of the 64th Congress which was signed into law by
President Woodrow Wilson.

(5) In the 110th Congress, 248 members of the House of
Representative and the Senate have participated in Boy Scouts of
America as Scouts or adult leaders.

(6) The mission of the Boy Scouts of America is `to prepare young
people to make ethical and moral choices over their lifetimes by
instilling in them the values of the Scout Oath and Law'.

(7) Every day across our Nation, Scouts and their leaders pledge
to live up the promise in the Scout Oath–`On my honor I will do my
best, To do my duty to God and my country and to obey the Scout Law;
To help other people at all times; To keep myself physically strong,
mentally awake, and morally straight'–and the Scout Law, according to
which a Scout is `Trustworthy, Loyal, Helpful, Friendly, Courteous,
Kind, Obedient, Cheerful, Thrifty, Brave, Clean, and Reverent'.

(8) In the past 4 years alone, Scouting youth and their leaders
have volunteered more than 6,500,000 hours of service to their
communities through more than 75,000 service projects, benefiting
food banks, local schools, and civic organizations.

Eagle Scout Application Change

The new printing of the Eagle Scout Rank Application, No. 58-728, has a notable change. Now, under Requirement 5, the name of the candidate’s Eagle project is required, as well as the grand total of hours devoted to it (from page 10 of the Eagle Scout Leadership Project Workbook). The new application will be required beginning May 1, 2008. 

The information about Eagle projects will be entered along with other information from Eagle Scout rank applications, and will be stored on our database and accessed through PAS. Councils will be able to run reports at the district or council level. This new database of Eagle projects will also be available at area, region, and national levels.

Additional Info added 7 Feb 08:  Please note that the changes to the new printing Boy Scout handbook include a new letter from the Chief Scout Executive and a new Youth Protection supplement. The new rank requirements are not in this handbook. They are available in the 2008 Requirement Handbook.

Effective January 1, 2008:
The National Youth Protection Committee recommended additions to Boy Scout rank requirements that were approved and will become effective January 1, 2008. These changes will help us advance the importance of Youth Protection training beyond the initial Boy Scout joining requirements, and will keep youth informed and actively engaged in understanding the key elements of personal safety and protection.

Tenderfoot Rank Revised requirement 9: Explain the importance of the buddy system as it relates to your personal safety on outings and in your neighborhood. Describe what a bully is and how you should respond to one.

Second Class Rank New requirement 8b: Explain the three R’s of personal safety and protection.

First Class Rank New requirement 12: Describe the three things you should avoid doing related to use of the Internet. Describe a cyberbully and how you should respond to one.

The changes will be in the 2008 Boy Scout Requirements book and the revised ninth printing of the 11th edition of the Boy Scout Handbook.

POPCORN SAFETY NOTICE

Recently, the news media has reported on Diacetyl in microwave popcorn. Last month, Trail's End Popcorn became the first microwave popcorn to eliminate Diacetyl flavorings from its microwave popcorn products. In an effort to fully inform all who are involved in the Trail's End sale, units will receive "no Diacetyl insert cards" for Scouts to take door-to-door, and "no Diacetyl stickers" for Scouts to add to take-order forms to increase awareness.
Centennial Recruiter

Boy Scouts can earn this new Centennial Recruiter patch by recruiting a boy into troop this fall. The Boy Scout Division is providing these awards at no cost to local councils. Patches will be available at the council office.

Scouts can invite a boy to join electronically by sending an e-card from http://www.thescoutzone.org. Simply click "Tell a Friend" and follow the simple instructions that follow.

Veterans Air Lift for Servicemen/Families

Help spread the word.  This volunteer organization provides free air transportation for qualifying servicemen receiving medical care and their families.  Please review the website.    http://www.veteransairlift.com/ This service just started in November.  If you know of any serviceman/serviceman's family needing transportation assistance or if you have contacts within the military where you could spread the word, please do.  They simply need to access the website and complete the request for assistance.

All adult leaders are asked to complete the District Record form and get it to Sadie Jackson.  The information will be used for sending out the monthly newsletter, birthday and anniversary announcements, and other intra-district communications as required.  This information will be maintained by the District Commissioner and Registrar and will not be given to any other person(s) for any reason.

All District Activities must have an approved BUDGET.  For district events, the District Executive is the professional advisor.  All volunteers responsible for events MUST coordinate budget development and approval with the DE and reconcile the budget within 10 days after the event ends.
